Tirana, 12 August 2025 – On International Youth Day, CRCA/ECPAT Albania presented today the “National Report: Youth in Albania 2025,” a comprehensive analysis of the situation of Albanian youth, based on official data and national and international studies. The report highlights deep demographic, economic, social, and digital challenges facing Albanian youth.

Key findings of the report include:

Significant decline in the youth population – In 2024, young people aged 15–29 made up only 22% of the population, with mass emigration and declining birth rates accelerating the aging of the country.

Youth unemployment and lack of opportunities – The youth unemployment rate remains above the national average, while lack of work experience and the informal economy hinder integration into the labor market.

Youth emigration – Albanian youth continue to express the desire to leave Albania, while “brain drain” affects 35% of Albanian students studying abroad.

Crime and violence – Sexual crimes committed by young people increased by 20.5% in 2024, while violence against girls remains a major concern.

Low participation in decision-making – Only three MPs in the last Parliament were under the age of 30, while the demand to lower the voting age to 16 remains unmet.

Growing online risks – In 2024, iSIGURT.al recorded 407 cases of online abuse (+66.8% compared to 2023), with cyberbullying, hate speech, and harassment being the most common forms.

CRCA/ECPAT Albania’s recommendations include improving vocational education and digital skills, creating sustainable employment opportunities, strengthening policies to curb emigration, protecting girls and women from violence, and increasing youth participation in politics.

“Albanian youth are at a historic crossroads. If we do not act now with bold and sustainable policies, Albania will face the loss of its greatest potential – its youth,” said Altin Hazizaj, Executive Director of CRCA/ECPAT Albania.
